The establishing day of the Barnaul Cooperative College is October 15, 1954. By an order of August 17, 1954, the Council of Ministers of the USSR granted the Central Union the right to organize a cooperative college in Barnaul in the 1954-1955 academic year and to provide admission and training for students with separation from production in the following specialties:
- "Commodity science of food and industrial goods"
- "Accounting in Soviet trade"
- "Cooking technology"
In accordance with the order of the Council of Ministers and the Central Union and the decree of the Board of the Rospotrebsoyuz, the ARCU Board decided to open the Barnaul Cooperative College on October 15, 1954 with a student admission plan of 120 people.
